Avoided costs appear generated for only one CZ

Avoided costs appear to be generated only for one CZ. When CZ10 is toggled off, nothing is graphed (chose CZ8 and CZ6). Dummy data used so perhaps wrong CZs chosen.

This occurred because the avoided cost numbers were missing for SDGE climate zones 6 and 8. We are adding those numbers in and will post again when they are in place and ready to be retested @BayREN_TEC
