Automate The Addition Of a New PA

As a CPUC admin

I want to automate the onboarding and addition of a new PA to CEDARS and its lower environments

So that the PA’s can manage their individual onboarding process to CEDARS and its associated environments as well as reallocating the development hours previously needed for this process, to support other development needs in the backlog.
