Apply sticky headers and sticky ID columns to all tables in CEDARS

CEDARS presents many large data tables; sticky headers and sticky ID columns are required to ensure users can effectively navigate the data and find the numbers they are looking for. This is already done on some tables in CEDARS; see https://cedars.sound-data.com/claims/all-confirmed-dashboard/2023/ as an example.

Dependency: Redesign requirement

• Some tables currently have double headers which interfere with making the headers sticky. Those tables will be redesigned to have single headers.

To Do

• Inventory and list all pages and tables to be updated to have sticky header/ID columns.

• Make sticky headers/ID columns the CEDARS table design standard going forward.
