Allow reopening of SW while IOUs have Q2 open

Feature Request

The four IOUs have Q2 submission open but CEDARS says they can’t reopen SW b/c the IOUs have confirmed. Update CEDARS so that SW Q2 can be reopened while the IOUs have their local Q2 open.

    Turns out I was looking at the page while configured as a CPUC user which is why I wasn’t allowed to see the reopen button. Typical CPUC users (i.e. not superusers) can’t see the SW active dashboard so I’m closing this for now.
