Allow PAs to set themselves as inactive

When PAs stop participating in running CPUC EE programs, the development team has to set them as inactive in CEDARS. We could instead allow PAs to set themselves as inactive when they stop running programs.

As a Program Administrator (PA),
I want the ability to set myself as inactive through the CEDARS interface when I stop participating in CPUC EE programs,
So that I can directly manage my status without needing assistance from the development team.
