Monthly reports: Allow Excel spreadsheets to be uploaded

As a program administrator, I want to upload Excel spreadsheets (like we do in the claims module) for monthly reports to streamline data submissions.

As a CEDARS user, I want to upload Excel spreadsheets to the CET so that there is less of a data preparation hurdle to run my data.

Adding Excel for CET and Budget Filings carved off into their own ticket.
