Allow users to cancel stuck CET runs

Sometimes CET runs fail to process and the user is not able to upload again until the development team cancel the stuck run. This could be automated to provide a button that users could use to cancel jobs that are stuck processing.

    I’ve moved this back to in progress while we implement the last round of feedback where user expect the cancel button be available at all steps of a CET run being processed.

    What this UAT covers

    1. The cancel run button only appears for runs with CET output processing.

    2. Cancel CET run confirmation page includes JobID + guidance + Keep Running CET button + Yes, Cancel Run button.

    3. When the run is canceled, the processing status becomes Canceled, and the run remains listed.

    File for testing

    If you don't have your own files for testing, you can use the one provided below. Set the CET run parameter first year to 2025. You'll have around 90 seconds to cancel the CET run once it starts processing the CET output.

    You should add any feedback that did not pass UAT to the Featurebase Testing Feedback board. Before submitting, check to make sure the issue hasn't already been reported to avoid duplicates.

    Notes from PCG meeting:
    Should there be a minimum wait time before being able to cancel?
    We should update the status to show where the user is in the queue “You are # in queue”

    Should CEDARS automate cancelling runs that time out?

    Per Amy on 9/10/24, she would like to prioritize this functionality for 2025 so she can cancel stuck runs.
