Allow CPUC staff to update goal numbers

Currently the development team has to update the goal numbers in CEDARS when they change. CPUC staff could instead have an interface to update goal numbers directly in CEDARS themselves.

As a CPUC staff member, I want the ability to update goal numbers directly in CEDARS, so I can make changes efficiently without needing to rely on the development team.
