Align download field names with input field names across CEDARS

Description

Ensure consistency between field names in the rule download and input field names to reduce extra work for program administrators integrating data into their systems. Audit all value lists and other CEDARS downloads for similar inconsistencies and update where necessary.

User Story
As a program administrator, I want field names in downloads and other CEDARS data exports to align with input field names so that I can easily integrate the data into my systems without additional processing or adjustments.

Functional Requirements:

1. Update field names in the downloads to match input field names (e.g. Claims Rules download, use MeasDetailID instead of meas_detail_id).

2. Audit all value lists and other CEDARS downloads for similar naming inconsistencies.

3. Provide a comprehensive report on identified inconsistencies and implement necessary updates.

Non-Functional Requirements:

1. Ensure changes are thoroughly tested to maintain data integrity and functionality.

2. Provide clear communication to users regarding updates to field names.

Acceptance Criteria:

1. Field names in rule downloads match input field names consistently.

2. All value lists and CEDARS downloads are audited, and inconsistencies are resolved.

3. Users are informed of the changes before implementation.

Deadlines/Scheduling:

• Communication to users should be sent at least two weeks before updates go live.
