Add toggle options to the confirmed claim program segment summary table

In the confirmed claim dashboard for PAs, users have toggle options to include/exclude data for:

• C&S

• ESA

• Statewide

in the primary program sector and program summary tables, but not for the program segment summary table.

The request is to add the toggle options to the program segment summary table. Let's also remedy the toggle labels wrapping around onto a new line at that time (see statewide above).

Question for PAs

Given one of the groups in the program segment table is C&S, do we want a toggle for C&S on the segment table, or only ESA and statewide toggles?
