CET release version 25.0

Feature Request

CET release version 25.0 includes the following updates:

Add the Societal Cost Test (SCT) to the CET

  • Two metrics are calculated; SCT base and SCT high

Update the Ratepayer Impact Measure (RIM) tables

  • IOUs provided new rate data tables for inclusion in the CET

Add new FuelID field to the Measure table

  • References DEER value list

  • Required for deemed measures

Update CET validation rule for RUL and AR

The current rule:

Measure RUL_Yrs greater than 0 all Measure MeasAppType equals 'AR' Measure MeasImpactType not in ['Cust-NMEC-Pop', 'Cust-NMEC-Site']

Will be update to:

Measure RUL_Yrs greater than 0 all Measure MeasAppType equals 'AR' Measure MeasImpactType does not start with 'Cust-NMEC'

so that the fuel substitution NMEC options

  • Cust-NMEC-Site-FuelSub

  • Cust-NMEC-Pop-FuelSub

are also captured as exceptions to the rule.

Add version release documentation to the CET spec page

  • The Cost Effectiveness Tool (CET) database.

  • Cost Effectiveness Tool (CET) database documentation.

  • A new good.zip meeting the new specification requirements.

Guidance on reporting federal tax credits

  • New development was not required for reporting of tax credits. Federal IRA tax credits are to be reported under the existing Measure table UnitMiscBens field; users are instructed to make it explicit in the MiscBensDesc text field that dollars are IRA tax credits.

Sort CET output files

  • For CET output files outputs.csv and inputs.csv we will now sort the records in the files by CET_ID and CEINPUTID respectively, in ascending order.

Update the CET user guide

  • Update the CET user guide to reflect the changes to the reporting tables and rules.

  • Add an announcement for the release to the “Announcements and Changes” section.

    @Jake Richardson Thank you for submitting this request. I see that the urgency is set as “sooner”. Is there a date or time frame that you would like to see this deployed by?
    Having a date will help us assess the current sprint load and this ask.

    @Jennifer Scheuerell - is the source description still being removed / replaced with the measure detail ID? I’m just wondering if this should be included in our input guide update.

      I appreciate the question @jake.richardson@pge.com Amy made the call not to add MeasDetailID to the measure table; it will remain in the claim table. Given that, perhaps we should we keep SourceDesc in the measure table for use in budget filings. What do you think?

        Hmm. It sounds like SourceDesc field is not longer going to be supported in the DEER database (so keeping the field won’t solve the problem). @Amy Reardon can comment on how they expect to be able to QC the budget filings without any information on where the deemed values come from. Maybe we will stick the measure detail ID in the comments? Certainly not the ideal solution from my standpoint.

    I’ve split. Remove the SourceDesc field from the Measure table into its own ticket per the release announcement.

    Request for testing: CET Update Version 25.0


    Hello everyone,

    The CET Update Version 25.0 is ready to be tested on cedars-2 (staging)
    https://cedars-2.cpuc.ca.gov/cet_ui/

    Please use this User Acceptance Testing (UAT) form to verify that the CET meets the acceptance criteria and processes your data as expected. Note that we have limited the avoided cost version for CET runs to 2026 for now; the revised CET code is not yet able to run other avoided cost versions.

    At the end of each section, there is an optional question where you can provide additional comments. Additionally, a file upload option is available at the end of the form. Any feedback that does not pass UAT will be added to the Featurebase Testing Feedback board, tagged as “2026 Avoided Cost and SCT CET Release.”

    The testing window will be open until the end of the day on April 29th, PDT.

    This UAT covers the following acceptance criteria

    • Add the Societal Cost Test (SCT) to the CET

    • Update the Ratepayer Impact Measure (RIM) tables

    • Add new field UnitTaxCredits to Measure table

    • Add the new field FuelID to the Measure table and add value list.

    • Update CET validation rule for RUL and AR

    • Sort the CET output files

    Not included as part of this UAT (To be tested at a later date)

    CET version 25.0, for use in program years 2026-2027, is now in production. NOTICE: The Societal Cost Test (SCT) values will be available as outputs in the coming weeks.
