CET release version 25.0

CET release version 25.0 includes the following updates:

Add the Societal Cost Test (SCT) to the CET

  • Two metrics are calculated; SCT base and SCT high

Update the Ratepayer Impact Measure (RIM) tables

  • IOUs provided new rate data tables for inclusion in the CET

Add new FuelID field to the Measure table

  • References DEER value list

  • Required for deemed measures

Update CET validation rule for RUL and AR

The current rule:

Measure RUL_Yrs greater than 0 all Measure MeasAppType equals 'AR' Measure MeasImpactType not in ['Cust-NMEC-Pop', 'Cust-NMEC-Site']

Will be update to:

Measure RUL_Yrs greater than 0 all Measure MeasAppType equals 'AR' Measure MeasImpactType does not start with 'Cust-NMEC'

so that the fuel substitution NMEC options

  • Cust-NMEC-Site-FuelSub

  • Cust-NMEC-Pop-FuelSub

are also captured as exceptions to the rule.

Add version release documentation to the CET spec page

  • The Cost Effectiveness Tool (CET) database.

  • Cost Effectiveness Tool (CET) database documentation.

  • A new good.zip meeting the new specification requirements.

Guidance on reporting federal tax credits

  • New development was not required for reporting of tax credits. Federal IRA tax credits are to be reported under the existing Measure table UnitMiscBens field; users are instructed to make it explicit in the MiscBensDesc text field that dollars are IRA tax credits.

Sort CET output files

  • For CET output files outputs.csv and inputs.csv we will now sort the records in the files by CET_ID and CEINPUTID respectively, in ascending order.

Update the CET user guide

  • Update the CET user guide to reflect the changes to the reporting tables and rules.

  • Add an announcement for the release to the “Announcements and Changes” section.
