Add ParticipantID to claim table

For SEM in particular, to allow linking between multi-year claims for a single participant. Also include complete SEM Reporting Guidance, including the requirement to file a no-savings claim in the year there is no activity.

Table: Claim
Field Name: ParticipantID

Description: Identifier used by PAs to track all SEM activities and claims for a participant across the full program engagement, including core cycles and any graduate cycle. This ID is needed in tracking data to consistently link related SEM records over time.(e.g., FPCx.00 or 7999.P0)
Data Type: Text (up to 255 characters)
Required: N
Rules: Required for SEM Claims

    @cedars team I think this is meant to have the 2026 claims spec flag applied to it.

    @cedars team @Amy Reardon At the October 2, 2025 PCG meeting, Amy approved to add the new persistent ID field to the 2026 claim specification.

    The new field is likely a text entry that allows up to 255 characters.
