Add ParticipantID to claim table

For SEM in particular, to allow linking between multi-year claims for a single participant. Also include complete SEM Reporting Guidance, including the requirement to file a no-savings claim in the year there is no activity.

Field Name: ParticipantID

Description: Identifier used by PAs to track all SEM activities and claims for a participant across the full program engagement, including core cycles and any graduate cycle. This ID is needed in tracking data to consistently link related SEM records over time.(e.g., FPCx.00 or 7999.P0)
