Add new document type for segment justification

PAs need to upload "Program Segment Justification & Equity Market Support Indicators" Excel spreadsheets to Cedars documents tabs.

• File name is "Program Segment Justification"

  • One Excel file

  • Normal size limit

• Belongs to one or more reporting year

  • Earliest year to be reported is 2024

This functionality needs to be live in early September; first reports are required to be uploaded by mid-Sept.
