Add new document type for segment justification
PAs need to upload "Program Segment Justification & Equity Market Support Indicators" Excel spreadsheets to Cedars documents tabs.
File name is "Program Segment Justification"
One Excel file
Normal size limit
Belongs to one or more reporting year
Earliest year to be reported is 2024
This functionality needs to be live in early September; first reports are required to be uploaded by mid-Sept.

Deploy this and add an additional ticket to add a yearly deadline requirement for PAs TBC.

Similar to Joint Cooperation Memo documents that belong to one or more years, Cedars needs to ensure that if a user comes to documents and selects PSJ document type and any one of the years the document belongs to that they are returned the PSJ report that includes that year. That is, if a PSJ report is attributed to 2024 and 2025 then any requests for 2024 or 2025 document would see the document returned.
