Field description TBC: Include Inflation Recovery Act tax incentives for energy to capture the additional benefits of measures eligible for IRA tax credits. The CET will sum UnitTaxCredits values with other benefits in the TRC calculation to reflect the way IRA credits have factored into potential and goals research.
