Data tab: Make pre-2016 and evaluation data available for download

As a PA,

I want to review data from before CEDARS was online and also evaluation data. These data could be available for download at the measure level in the data tab.

    Amy R indicated that the files are located on files.com and that we would need the dev team to add a link to the file source on CEDARS. No Pii data is available in the file source.
