Add dates next to all CET database releases

We post a Microsoft SQL Server database backup of each CET database release to the documentation resources area on the CET specification page.

In 2022 we included the release date in the link for the database backup. Users would appreciate having the release dates shown for all of the CET versions, not only the 2022 releases.
