Add BAY to the list of PAs required to say they are done with statewide uploads

Now that BAY is the lead PA for SW_HESC we need to include them in the list of PAs that are included in the statewide progress tracking where lead PAs say when their submission is complete before the entire SW submission can be confirmed.

Let's do this for budget filings now, we can wait to add it to claims since the program doesn't start until 2028.
