Update descriptions for the fields in the CET specification cet_metadata.csv file on <a target="_blank" rel="noopener noreferrer nofollow" class="link" href="https://cedars.cpuc.ca.gov/cet_ui/spec/">https://cedars.cpuc.ca.gov/cet_ui/spec/</a>. Incorporate some improvements made in the Claim Spec descriptions and CET Input Guide for third party implementers. Aim for greater clarity and consistency.
