    We are adopting mixed analysis methodology for SEM reporting, allowing both top‑down and bottom‑up approaches to be applied within a single fuel and claim year, as appropriate. This approach has been reviewed and approved by Energy Division (ED) and DNV via email from Amy Reardon on May 13, 2026, and the updated analysis methodology value-list is as follows:

    PG&E’s rationale for retaining the mixed analysis approach for SEM is to allow both top‑down and bottom‑up methodologies within a single fuel and claim year, ensuring accurate representation of project‑level variations (e.g., multi‑building or multi‑meter sites).

    SDG&E is aligned with PG&E’s proposed mixed approach and has confirmed its agreement.

    PG&E has recommended that the field capture a concatenated value of the gas and electric calculation methodologies, as these may differ by fuel type. This approach is still under discussion.

    Today is the first time this new field has been proposed. PAs may need time to add that data collection to their systems since we’re already into 2026
    If we can’t know this for all SEM the evaluation team would like to know it for SEM projects that were selected for review
    2025 SEM projects are selected for review in August
    Will not be required for 2026, may become required in 2027+
    Will go to the end of the queue for 2026; otherwise, will be included for 2027
    PAs need time ahead of year to plan for their IT updates to capture the new data fields
