Add TCR confirmed claim info button

Add infobutton on the TCR confirmed dashboard that says:

“An accounting error in the TCR-Res-002: Multifamily program that impacts the program cost will be corrected in Q1 2026. This will result in a discrepancy in TCR's 2023 and 2024 annual report until the correction is made.”
