- Select user type

I think these 4 fields are still missing:
From Inputs: FuelID, UnitTaxCredits
From Outputs: BillReducElec, BillReducGas

We should have the data tab use the same download as the PA dashboards to reduce complexity.

I would actually comment the opposite - the data tab has the additional program metadata fields, so it would be the one I would use as the basis.
