2024 CET spec update

BUGFIX

• Properly handle cases when first baseline kWh is positive and second baseline kWh is negative in calculations

CALCULATION UPDATE

• Add MiscBens and MiscCosts to CE calculations for TSB, TRC, etc to capture load shifting benefits and costs

IMPROVEMENT

• Allow the unique measure record identifier field to be called CEInputID or ClaimID

• Allow the field that identifies the IOU whose avoided costs are to be used to be called PA or IOU_AC_Territory

• Enable the CET to calculate cost effectiveness correctly without placeholder measure or program cost records
